If a piece is touched, it must be moved, as long as it has a legal move which means if the king is in a check and you touch a piece which can block the check, you must block the check with that piece. The how part is up to the player. While a lot of player make incorrect illegal move claim, here illegal move claim was not made because Black did not complete his move by pressing the clock. Since he had touched the queen, he must play either Qf5 or Qg6 to block the check, in either case, Black loses the game. Thus, Sri Surya Bharathi S (1129) resigned when he had decisive advantage against IM Avinash Ramesh (1664).
For those who are wondering, why clock is on White’s right hand side, the orientation of board and clocks were in the exact same order as for the Olympiad as the tournament was held in the same hall where 44th Chess Olympiad took place.
